Vehicle inspection at transfer excise Islamabad

I purchased Islamabad registered vehicle but live in Lahore. Seller filed transfered to his name at time of purchase. Vehicle was also inspected by department at time of transfer was filed. Now I have the receipt and will collect smart card of his name.
My question is, can I file transfer to my name when I will receive his smart card. Would it require vehicle inspection again? I have his biometric to my name.
Since I live in lahore so trying to find if I can bypass inspection or is it mandatory with every transfer.

you need to transfer the vehicle in your name to receive original file, using the existing biometrics from current owner.

It's now mandatory to have inspection and they will not proceed unless vehicle is present as that's the legal way. I am sharing my first hand experience from February 2022 as I sold my Islamabad registered Gli and first step after filling form is to get vehicle inspected and they stamp and sign form after verifying chassis number from vehicle biometric will come into picture after that.

Thank you. Do I only need biometric from seller and do not require his signature on any of the form?
Moreover can I receive his smart card from window by showing original receipt or owner needs to collect himself?

No signatures needed from seller, I don't think so you can get smart card by giving them receipt as they required original CNIC of the owner to be present and showed to them.

Anyone with original receipt can collect smart card. Excise officials are least pushed.

This vehicle inspection was needed all the time. Its not something new. In all my transfers they never inspected the vehcile because I did that through agents.
Agents charge 2 to 3k fee and get the job done within half an hour.
