Vehicle re-registration in Pakistan

My cousin recently bought a 1976 Honda 175 off a mechanic who had the bike rusting away at his shop, my cousin being an enthusiast agreed to purchase the bike, before I ask my question, let me give you a little back story on this motorcycle.

The mechanic claims the bike belonged to his grand-father who originally bought the bike from Karachi in the late 70's, only problem is that all documentation regarding the bike (including number plates) are "lost" or so the mechanic claims, so we ran background checks to the best of our ability, and by background checks I mean send a text message to 8521 with the bikes chassis number and the results came up as positive, the reply reads as follows "From SVIS, Not recorded in stolen vehicles. Pl call 15 or 051-9107602-4 for verification/correction."

Furthermore, my cousin, regardless of this, agreed to purchase the bike, went ahead with the signing of the affidavit and now is in the possession of the bike.

My question to you is that is it possible to have this bike legally registered in the state that it is right now?, because a lot of work has been put into the bike, including bringing it back to life.

Any help would be much appreciated!.

excises offices are dead slow to update the data so your query via web / sms is useless waster of time.

• if the bike is complete with original engine, write down engine & frame number try extract clue of any number the mechanic remembers, I seriously doubt the statement from seller for lost regn book & regn plates. He never had those in his possession. This seems to be case of IMPOUND.
  
  mehanics 'impound' bikes / vehicles of owners who default on accumulated debt. since the buyer was determined he did what he liked. ensure that buyer have complete details of Seller written over the sales deed with CNIC copy and 'DATE of purchase'
  
  ask someone you know in karachi to visit civic centre and engage an agent he can bring out complete data of such vehicles, will cost you something between 2 - 5000 and 7 - 10 working days.

last but not least, troubled times ahead for buyer.

• re-registration is 'legally' not possible as there is no receipt from manufacturer and owner does not have any legal document i.e regn book / old receipt to prove ownership
  
  a 19xx bike registered in 2014 is an obvious scam, unless there is DNA record of vehicle previous ownership.
