Vehicle transfer blocked

Hello. I have Belta 1.3, my car vehicle transfer has been blocked through application by previous owner.

I git the car from dealer and since they had some issue the previous owner has blocked the transfer, i tried many times but he refused to unblock. I have all the documents of the car.

can anyone here please guide me what should I do now because the car dealer is not taking responsibility.

What he says ,why he is not unblocking? Ask the dealer about this matter and try recording the conversation with the previous owner and the dealer. Try threatening them that you will involve the police if needed but first ,make sure you have all the proofs that car is sold by the previous owner and not stolen.

sir what is time interval between buying & transfer of vehicle? do you have all receipts cnic signed transfer letter of previous owner plus delivery letter from the show room? ?

ask the dealer to get it done or return the vehicle to the dealer.
