What is the solution to transferring vehicles if the owner lives in Canada? because without the owner's presence
we can not get biometrics. Someone told me that if we get a copy of his Visa, Passport, and Intl CNIC then one of his blood relations can verify in front of ETO, and then I can be transferred.
would appreciate it if someone assists me in this case. Thank you.
