Vehicle transfer

well i lived in KSA, therefore as i heard, that in Pakistan if i am a non filer i wont able to buy a new vehicle, therefore i had 2 questions related to this concern,
1) does any overseas pakistani can buy a new vehicle?
2) does any overseas pakistani can transfer any second hand vehicle to his own name?

nicop holders with evidence of money transfer through legal banking channels have certain exemptions., to buy property & vehicles
