I am a disabled person and government employee. I want custom duty free 1350 cc car which government allows to disabled person. Can I buy a non-custom paid car after obtaining letter from government.
Please help me in this regard.

You can only import a duty free legal car, it should be brand new and shouldn't exceed 1349cc engine capacity.

It should clearly mention a tag labeled as disabled person car. The only way to avail this waiver is that you go to excise office, they'll fix your appointment with 2 different doctors, they'll examine you and will issue a medical certificate. Then you present it to excise officer along with other docs like your NTN, employment letter, driver's license etc to obtain an NOC. After you obtain that NOC, you'll have to purchase the car as brand new from outside the Pakistan and you can import it duty free. That's your only bet.

also the car cannot be transferred sold withing 5 years of ownership?

I didn't read this rule though. But you can sale it on open letter too if you need to.
Number plates will be of different colour showing the vehicle is for disabled person. It might affect the resale of car. I'm planning to import one too, on the name of a relative who has polio. But still unsure which car it should be.
