Regarding your old question on how to clean the old original steering from paint overspray, one of the options is to use paint thinner. But beware that it also destroys the finish and tends to damage the shiny finish.
Used widely by painters, you can try it out in a small inconspicous area and see the result.
However I must disclose something I do to old parts picked up from scrapyards. Soak it in a solution of detergent!
Of course you should be careful with what you immerse as it will damage any electrical horn components in the wheel. I do not know the exact design of the wheel and whether this technique is recommended for you.
