In the city but not so long route...most of the times have to stuck in bumper to bumper traffic.. have to brake many times in even 2 to 3 km area

With in bumper to bumper traffic and congested road it's around 7-8 km/l. Have a highway trip and then calculate average it will be around 14-15km/.
My vitz 1.0L 2003 used to give me 8-9 km/l in abbottabad local traffic same average in mingora bumper to bumper traffic but same car would also give 15-16km/l on Gt roads and motorway.
So mostly it's the route you drive on.
Your car will give you 10-12 Km/l if you drive in Islamabad City.
