Vitz Fuel Average Problem

My vitz 2013 model give 9,10 average on local
and 12,13 on long

i have several reviews, they said it give 13,14 on local
and 16,17 on long

what could be its issue?
any suggestion

Major causes of bad fuel average:
1) weak fuel pump (if it is then change complete assembly) 7 to 8000 rupees replacement highly recommended.
2) leaking or poor flowing injectors 3000 to 4500rupees replacement.
3) bad MAF/MAP 2500rupees replacement.
4) chocked or broken cat 2500 for cleaning and 15 to 20,000 Rupees for replacement.
5) Bad O2 sensor: 6 to 16000 rupees replacement.
