Yes, Volkswagens were sold through official dealerships in Pakistan from circa 1954 to around 1975 or so, when they closed shop. VWs were a popular import back then and Pakistan was an up-and-coming export market during these years. Quite a few of the VWs you see on the roads today are official dealership cars, but a good number of cars are also personal imports that people brought to Pakistan from other countries.
The fact that so many VWs are still on the roads/in existence bears testimony to their ruggedness, despite the absence of a dealer network for the best part of 40 years. I remember reading somewhere that VW had reopened in Karachi (2006?), but I may be wrong.
The departure of European/American auto brands from Pakistan from the mid '70s onwards was as a result of the Government's policy to levy extortionate and discriminatory import duties on these cars, and it is a sad legacy the country lives with to this day.
