Wall seepage treatment

Any suggestions on how to treat this wall dampness?

First of all find the source of this moisture, and try to resolve or eliminate that... If that can't be done, just install wall panels, because it has no solution if the moisture source is still there...
The dampness in your wall is quite much.... In mild cases, if there are no moisture sources but still dampness, that can be solved with pouring saw dust on the floor along sides of the wall and covering it up, then repainting the wall after wall primer and putty/white cement.

My concern is that its an outer wall, will wall panel withstand the blazing sun in summer and rain in rainy season?

As far as the source goes, there are underground water tanks on three sides and people are noncooperative. So whatever needs to be done is by me only

Is it possible that I rebuild a part of my side wall where seepage is most and then place a polythene sheet so that seepage can be stopped for at-least some years?

I don't think wall panels can withstand the harsh weather. May be I am wrong, you can research..

Some cheaper alternatives:
1) install marbles if they can be (b/c of the dampness i am not sure marbles will)
2) install styrofoam pieces instead of panels/marbles. They are cheap and can withstand harsh weather. They can be installed with steel nails and wiremesh (jaali) beneath them (which is optional). Once leveled and installed, you can apply wall putty/ plaster and then weather coat/paint... Easy n cheap

Where can I get that styrofoam? And how will I apply it?

Sorry for late reply. Styrofoam are available at most hardware or electric markets.. Mostly they are used on roof tops for heat traps.
You can apply it by white glue+steel nails, or thick cement pury, masons know how to install it properly.. Make sure to level it.
