The best time to experience snowfall is the early winter months because after that everything gets choked.
around 6 months back i went there around end of nevomber and the day i got there it started to snow and we got out the very next day quickly and by the time we got home in isb news came in on tv that people there got stuck because of continuous heavy snowfall.
November time is the best time to travel to naran kaghan just 2 ddays before expected snow you get hotels, food and all the necessaties on good rates.
BUT
to be honest the real beauty of that place is in summers with green vegetation and sun shinning on top.
so whan you mention snow fall, by that time you have no vegetation, grey clouds and misty place all around.
The lulusar lake and saif ul maook lake looks dead grey and very ugly in winers and in summer those lakes looks absolutely goregous specially lulusar lake with blue/green water.
so its upto your priorities, i would recommend come to naran kaghan in summers. summers of naran kaghan are cold too and you take razai at night to sleep 
in november when i went there it was -7 that night before snowfall.
rest there are other senior pakwheelers who almost spend all year on the road of naran kaghan they can guide you even better
P.s PTDC hotels are really really good specially naran's PTDC hotel, we rented a private CABANA for 4000 rupees which had 2 bedrooms and a private front lawn next to naran's daryan-e-kunhar. you can get discounts if you are acting government official and produce your own service card upon arrival at PTDC.
