I am getting 10 to 11 km per Littre with city 2005 I-dsi. The engine rings condition are Weak and its reducing engine oil consistently. Can I get better mileage if I change engine assembly?

Surely you gonna get more mileage. Did you checked the compression?
Your oil control rings get wear and engine is burning oil with petrol. Change them and it might solve mileage issue.
