YES. You have very strong, logical and reasonable points, however, sometimes, other things and factors can matter too.
Again, let me give my example (may be, it clarifies a few things):
When I bought my current ride, it was not on the seller's name, rather on the name of the person from whom he had bought it.
When we inquired about the owner, he said that the owner is his neighbor and he had made stamp paper deed with him (and he was true. Both the seller, and the person from whom he had bought it, lived in same street of E-11, Islamabad, their valid CNIC copies also spoke it. Regarding checking the stamp paper / deed between the seller and the owner, we didn't demand as it did not seem right to us).
Then he provided us with the Biometric slip, and smart card in original; the signed forms by the owner for transfer of ownership, copy of CNIC. I made the complete payment, and then visited a stamp paper vendor. We made the deal on stamp paper, with each and everything mentioned, the different terms and conditions, etc. and I managed to have it transferred in my name without any issues. AL HAM DU LILLAH.
