What is meant to be an under power bike?

How to determine whether bike is under power or not? Is it power to weight ratio or it really depends upon engine's technical specs. Though weight of the bike matters but I really don't know what is Under power and how to check it.

I am asking because some people says this bike is under power, this bike is under power, that bike is powerful etc. Please explain it in technical terms.

Ride a Honda CG125 with a little 12 Horsepower motor, it's a prime example of an underpowered motorcycle!

Anyhow; 'underpowered' and 'overpowered' are 'generic' vocal terms. They are not benchmarks!

The Honda CD200 with a ~15 Horsepower engine is an 'overpowered' motorcycle for us Pakistanis, whereas to most Americans; even The 50 Horsepower Suzuki GS500 is 'underpowered'.

So; the very definition of these two terms depends on the 'user'!
