What is purpose of holes in bumper? Has this car been in an accident?

look like screw holes, bumper was disassembled before (due to any reason, servicing / accident etc.) and later mechanic fixed it with screws, but later on the owner thought of getting it fixed properly and installed the required hinges and got it fixed .. but he should've filled the holes too if that's the case i am wondering : /

Looks like quick release clips were used for shashkay as Pakistani awam is very into it.

JDM inspiration is crazy in Pakistan that people do to their mew cars I have even saw new CIVIC with these clips.
