There are loads of definitions of semi-hybrids. Companies have their own definitions.
For example suzuki has eco-idle/ene-charge and its many variations and they call one of their variations semi-hybrid since the battery does support to start the engine too.
Our government calls everything semi-hybrid if the car doesnt have an EV button.
Honda insight and civic of those models used a technology called Integrated Motor Assist (IMA) which some critics say was a semi hybrid and some say it was a full hybrid so cant really say if its a hybrid or not. It does get better mileage like a hybrid does because the concept is almost the same. but always remember Honda Hybrid is know to be not very efficient so you will never get mileage like a prius or aqua does.
