What to do with drivers driving with high beam?

Make those driver sit in front of their owned car for at least 20 minutes, with high beam on

Nothing except requesting them by waving your hand out of window and ask them to turn off high beam.
The countries where I have travelled, I saw high beamers almost everywhere. I guess there is no penalty or fine for driving at high beams. Its all personal choice because many times we need high beams when driving off roads or through small villages or hilly areas or similar areas.
Even on our motorways, there is not enough light to see without turning on the high beams. But yet I prefer to drive more attentively and withut high beams.

The funny thing is that you mentioned 3 people and I guess all 3 of them lives out of PK. lol

I have travelled around the world. Never did i see such extensive use of high beams and those too with HIDs in reflector housing. We dont have a strict law here , thats the only reason why we are suffering here. The moment we introduce strict law implementation with hefty fines, trust me noone will dare to practice this stupidity

Lmao i once turned my high beam on in retaliation against another high beamer then he backfired and turned those beasts in the pic above and i couldnt see for the next 5-10 seconds.He clearly won that day

well. its common practice in our beloved country.
heavy fines can be imposed on HIDs usage like govt did for Bike helmets and "road saftey education" is mandatory.
