a very interesting subject., i worked over it with DHA Karachi about 10 years back, got permissions launched but had to shut down due to law & order situation., subsequently i migrated away.

you need to file an application at local municipal council [ district municipal office ] for a mobile cabin. as food out let or as sit-in food joint. sit-in facility license / permission will be as per seating capacity & cooking area safety check. while an out-let only with cooking / preparing facility will have different category and safety check. every time you move outside the permission district you shall obtain a new permission.,
if your joint is licensed in district of Mansehra but for some reason you move to Kalaam a fresh permission need to be obtained. It is very easy when permission from other area is produced and applicable fee is deposited its 24 hour job and permission is valid for x-number of days. after payment of govt charges.
do not forgot, you shall be able to accomodate area police traffic police and municipal inspectors on & off.
of course all this documentation is for legal license to be processed with undocumented 'speed money - facilitation fee'
