Which would make a better go anywhere tourer? fj40 or a hilux

Salam,
I am planning on purchasing or preparing a vehicle which i can use for roaming about all the different terrains of Pakistan and explore unexplored places. For a journeys or adventures of this extent, the vehicle has to be robust, parts have to be cheap and it should be economical. I have not decided on a budget yet but have brought it down to two contenders.

Presenting Contender #1:-
1984 Toyota Hilux

This beauty is to be run bone stock with its original 2L, maybe a 2L-T. These vehicles are known to take all sorts of beatings without complaints and is said to be economical, around 10-12km/l.

Contender #2:- Fj40

This beast would be used with a 3L-Te, along with a 5 speed gearbox. This too should achieve 10-12km/l, and we all know what this mean machine is capable of.

The thing that favors the hilux is originality, heater & aircon. The thing that favors this is its looks, powerful diffs and the rugged body.

Why don't u add Surf Gen 2 to your list as well as more comfortable .

40 series is a very good off road machine but not recommended for long Hauls and needs at least a B series or H series motor .

Would a b3 or b2 be more economical in the 40 series? If so, what's the estimated mileage, don't recall measuring the mileage on any of these engines

So have you done any research for an offroader in 700k budget? Do u think in that budget something can be done? If so plz do share as I'm also looking for one
What r prospects of buying an ncp vehicle n getting it cleared by paying its dues? Is it economical or not?
If I remember correctly I had a friend from Gilgit who had a 1995 land cruiser Jeep (5door) which he bought for 350k in 2012, I don't know what is current situation for such vehicles but for locals of North such vehicles r totally legal

NCPs are, were and will always remain illegal. What he probably did was buy one and register it through the amnesty scheme which comes and goes. and yes in 7 lacs, both the above projects are easily achieveable

How about a b2 engine in a hilux / surf? Any idea about the noise and vibrations in the cabin ?
