Will additional customs duty be applied on KIA Carnival?

PakWheels wrote a blog recently where they said that 35% additional customs duty will be applied on it. I have checked FBR WebOc website and vehicles with 10 or more people still have old additional customs duty. Is the website wrong? Is PakWheels wrong? Or am I using wrong HS code?
