there are lot of difference in both except these are sedans.
XLI
Pros - cheap maintaince and easy availablity of spare parts and good ground clearance and spacious inside.
Cons - Manual - 5 years older - no power window , no ABS , no immobilizer , no AIrBag, you can call it Mehran of Sedans

Ciaz,
Pros - Automatic - newer than XLI- imported CBU, better quality, ABS brakes+, Immobilizer, All features are available in pakistan
Cons, availablity of spare parts and mainatance as compared to XLI.

I think you should get a city within your budget it at least has better features then xli and has parts availability with good resale
