sir @thatroger346 if you have paid for the device and own it fully without any contract from service provider, unlocking device is not illegal. But changing an IMEI is offence punishable under PTA rules.
when we are on road in interior sindh, a unlocked UFONE BLAZE device having Zong voice simm and prepaid promax 200GB data package is used, 30 day data roll over for Rs. 1800.00. it works very well for 2 hours with 5 wifi connections over 100% charged battery. speed upto 15-20 Mpbs is common. You may try a voice simm with data package on the device to get better speed. dedicated data simm have questionable connectivity and speeds, of every network.
