Plus government has very little to do with this. KPT has been generating profit lately from its Port Operations, and this project is underway with collaboration from a company in Qatar and Malaysia who have some stake in this too.
Tourists, Multinationals, Logistic corporations, all look for top of the line infrastructure, if they want to go for any city, be it for leisure or business.
Hopefully, Insha-Allah, this project will improve the image of Karachi, which now is being tarnished with news of Lawlessness, police bribery, etc. Karachi is not any worst off than even New York or LA in USA, where crime rate is even higher than Karachi.. But its the overall image, the tall buildings, the tourists, the multinational corporations, etc... that bring in business and money to any city, and a country.
Dubai is attracting 20 Million Visitor a year now. Just imagine even if each visitor spends $100 that is 2 Billion Dollars that come into the economy, but the actuall figure might be alot higher. Dubai is now competing with Singapore for tourism, which attracts almost 30 million visitors a year. What has Dubai Got, other than Tall beautiful buildings. These buildings have top of the line Restaurants, Gold Shopping is best in Dubai, along with many other attractions, I have not been there, but just an educated reader.. Dubai is basically a in a DESERT.. just like Karachi.. Actually Karachi has better climate, and tourists can go to other cities of Pakistan like Northern Areas as well from Karachi.
So, Modern Infrastructure along with smart management, brings in alot of business. Where was Dubai in 1970s.. Nowhere, Even Karachi looked more modern than Dubai back than.. but now Dubai is all the talk of the world, due to there investment in Tourism, Businesses like gold trading etc. Modern Tall Buildings..
