Really unlucky that the seller backed of. It would have been a steal for you at current market prices. I feel those days are over where one could get a 2 year old civic for under 30.
The only real concern with turbos is the initial batch of 2016, where people didn't believe
Honda when they stressed hi octane. Issue was compounded when refineries, under govt pressure, used MMT to artificially increase octane rating which then completely damaged the cars.
My suggestion would be to increase your budget a little (33-34) if possible, find a 2017 turbo (they were sold till June I think, before production was halted) and drive off into the sunset 
A used turbo would be a much more pleasurable drive than even a brand new 1.8 oriel and you could save 2-3 lack as well
