the steering damper is only there to soak up the sudden shock your steering may encounter if you went over a rut in the road or a bump/hole with wheels off centre. You cannot feel any difference while driving unless you know of a place that causes steering movement. But for it to correctly respond your entire alignment geometry should be spot on.
This shock is also found in older mercedes benz right upto the 1995 W124 series - its function is pretty vague and lost if the wheels are not in correct alignment.
