Set comes with nothing pre installed except evo 3.1 mbps wireless.
There are two options for network hence two jackets are therein .
One for gsm sim,you may use any of the network operator sim in this jacket like ufone,mobilink,telenor,zong and warid.
Second jacket is for cdma sim which comes installed in ptcl Vfone.
So your are supposed to have both gsm and cdma networks work together on this set,if you wish so.
I personally leave my cdma jacket empty because i do not need Vfone on it.

Sometimes back a close friend of mine who is working in a marketing research firm got me to fill in a survey about the 3g launch in pakistan .. the survey was basically about network users asking consumers different questions of the pricing of the bundles, what would be the ideal price of 3g bundles nd bla bla.. it shows the network providers are all set for the launch.. they are just waiting for the auction to happen

i read the whole article, even one senate wants auction in time
at the end they said auction cam take place if they can prove that having 2 people will not be illegal

Every smartphone is 3G capable but all aren't 4G LTE capable.
