If red is the tolerance band in grey resistor, the numbering becomes:
1) Black
2) Golden
3) Silver
4) Black
5) Red
In the 1st band, black's value is 0, and there is no value for Golden and Silver in the 2nd and 3rd band, 4th (multiplier) is again 0, and 5th is red tolerance... So whats the value then???
.However, if we take red as the 1st, the value may be 20 ohms (or 18 ohms as you said), but still there would be no place for silver, golden and black.
Similarly, for the green,
the numbering becomes:
1) White
2) Golden
3) Silver
4) Voilet
5) Red
If start from white (1st band)=9, then no value for golden and silver in the 2nd and 3rd band, 4th (multiplier) is purple so 10^7, and 5th is red tolerance. So is the value 90 mega ohms, which is not possible. However if we start from Red, then the value might be 27 ohms (or 27.8 ohms as you said). There is no place for silver, golden and white.
Why are the colours not corresponding to colour charts? Are these resistors really 18 and 27 ohms?, or may be low ohmic resistors i am afraid? which is why no significant reading on meter.
