both radiator fans are wired in parallel in your accord, meaning they work together, not one by one. There is one relay in the fusebox that runs both fans, Whenever the A/C compressor starts, it will switch on the fans whether the engine is cold or hot.
The switch to turn on the fans is screwed into the lower tank of the radiator next to the lower hose pipe, it has two thin wires, one is body ground and one goes back to the relay in the fuse box to switch the fans on. - Remove the battery and its tray to see the wiring - its very simple, one pair of wires comes to a round watertight connector near the bottom of the radiator, then 2 wires go to the fans - the smaller fan wiring is joined into the larger fan right in the middle. The individual run fans only came in the RHD JDM and euro versions of this car. Yours is not JDM, its a GEM - also known as General Export Model.
For the distributor advance pod - get a new one. They are still available new.
for the high beams - it seems that someone screwed up the wiring in the steering assembly, originally they are only H1 bulbs in both high beams and when they switch on the low beams in the H4 switch off - the main beams are both hi/lo H4 bulbs so you get 4 bright headlamps. - low beam driving only gives you two lamps.
