the rpm with A/C off or on should be exactly the same - the high rpm setting on A/C was a local desi mechanic mistake or technique, it was originally started to speed up the main engine fan on old RWD cars.
your car is behaving correct for A/C load - it will temporarily shoot the rpm to about 1000 and the compressor will start and catch the rpm rise and it would then adjust back to 800 rpm.
the ECU will hold the engine at about 1100 rpm if the wheels are turning, this is to prevent stall out - all perfectly normal.
Electric load compensation is missing in older Pakistani Honda cars - the engine will drop 50 or 100 rpm under electric load, all normal too.
