I think you are thinking of the clutch working backwards,
fan clutch normal operation is thus
ENGAGED
few seconds after cold start
engine hot - radiator air is hot - usually 95C on the gauge in summers.
DISENGAGED
engine under fan clutch control temperature
The fan clutch when engaged will literally show you its engaged, it roars really loud when you accelerate the engine - sounds like a mazda T3500 truck and blows an awful lot of air.
if your engine temperature is going beyond 100C and you dont hear the fan engage then you have a problem with the fan, but before reparing the fan make sure the condenser and radiator fins are clean, if they are not then air cannot pass through them and hence the fan clutch will never get hot. The fan will also never get hot if the fan shroud is missing or broken.
If the fan is freewheeling you can literally stop if with your fingers, when its locked it will chop your fingers, best test to verify is to accelerate the engine rpm slightly and hear/look at the fan.
