As idle rpm of your car reaches 1500 under cold start conditions and comes down to around 750 figure as the engine attains normal temperature, the iscv seems to working correctly.
Now for the ac, when turned on, the rpm must rise up again by a margin of 200 to 300, but this can only happen when the car ecu is aware of the ac operation i.e., whether it is turned on or not. You must check the circuit integrity to diagnose the problem, carefully read the wiring diagram given inside the manual, locate the ecu pin which receives the ac on signal and check the switching voltage as close as possible to that pin when you push the ac switch.
