Have you set the base idle properly?

No idea how's that done, managing a screw at TB/IACV or do you mean relearning the idle after reset/removing battery terminals?

Does it appear that base idle is set improperly from the RPM values that I have given above?

Also important to mention here that radiator fans are direct
currently with no thermostat, but shouldn't that be causing higher idle
due to below optimal engine temperature rather than being idling lower?

Well

You just mentioned the cause yourself, the ecu has pushed the iacv to full fast idle and the mechanic has probably monkeyed with the idle stop screw to bring it down.

The BISS is the wide head screw facing horizontal

Make sure your engine is working like factory, meaning thermostat in place and engine at minimum operating at 85c at all times. Then undo any monkey business at the throttle and make it proper again. Set the biss like the manual tells you to and then check the iacv workings.

Make sure the throttle heater line is connected, if its not you will see a lot of trash accumulate there.

Lol, makes total sense now. These mechanics are such a pain in the ass, man.

Would verify if that's the case by unscrewing idle screw a bit if that changes anything.

Also attaching the base idle setup manual for D16 below.

Just one more thing, if idle according to the manual should be around 700-750 at operating temperature and no load, what should be the idle at cold start? 1100, 1200 or what?

sir @Xulfiqar a Honda Civic 2001 model company pool car for work place the windscreen has become really bad as in very fine scratches due to car cleaner using low grade old towels. Also dew / mist flow marks have become permanent because car is always at office premises parked in open for days & weeks unattended. That vehicle can be borrowed by anyone for family use. Recently it played havoc with me for night driving. the workshop recommended to get it cleaned from screen cleaner shops at plaza or at tariq road.

sir what is your recommendation please advise. since it is company owned vehicle am using on loan, a new windscreen will put a dent on my pocket. sir your guidance will help for making a choice.

According to my limited experience, all the shock will be transmitted to the suspension parts and they are likely to fail very soon (its like you hit your suspension parts with hammers)..
Once I had hard Eurostars in my car and broke the Shock mounts repeatedly

If this were my car I would first get the windscreen replaced with a new one - polishing the glass almost never works. the scratches will be back in a hurry.

The other part I would do is to redo the headlights, old cars headlights are actually blinded out due to newer cars having LED, HID and extreme bright units. This also causes similar problems.

Thank you sir @Xulfiqar it is not anyone's personal car it is office mule can be borrowed by anyone in need. the only thing is it has to be returned in 100% functional condition. So that if needed again it is operationally fit for anybody else. I will skip the windscreen as punishment at night issue when parking it back, sometime next week.

Do not deal this way even if it is office asset. Of course, replacement cost of 8K+ will be burden on your pocket.

Cost effective solution is yes same; get them glass cleaning treatment i.e. buffing, polish treatment from Quality Autos, Water pump; it will definitely lessen your difficulties.

Submit this maintenance bill to your company that instead of replacement, you just performed glass maintenance.

Redo your headlights by cleansing treatment done by professionals at Tariq Road in A/c market behined Bashir A/c. They will make it just like factory bright in Rs. 2000- 2500

This bill will also come under maintenance category for your company.

Salam @Xulfiqar Bhai! Eid Mubarak to you and the community. I have a Honda City 2001 Automatic, swapped with a D16 engine.

I have sometimes faced a crank but no start problem in it for around 5-6 times in the past year (11-12K kms drive). The sequence of this issue goes like this:

I drive my car to run some errands, runs absolutely fine, I park it somewhere, comes back and cranks it, and the shit never starts, not even any hiccups from engine as there is legit zero fuel supply in it. I bring the closest mechanic there, he grounds the Fuel injector through battery directly, and car starts instantly, so apparently the pulse disappears when this happens.

I have asked this multiple times from different mechanics that what the actual cause of this is as car runs absolutely fine and if there is a permanent pulse issue then it would certainly be noticed. And I have never got a satisfactory answer from any of them, they always go like "Wiring kamzor hogayi hai", "Wiring ka satyanaas kya hua hai, har jagah joints or relays ghusayi hui hain" etc etc.

I agree with them on the messed up wiring part though, it's properly messed, stuff isn't routed through the fuse box properly so I am thinking to overhaul the entire wiring.

But for the sake of proper diagnosis I really want to know what is actually happening, why suddenly out of nowhere pulse have disappeared a few times.

Haven't noticed any triggers for this, but one things that I have noticed is that this always happens when I drive car for a while, park for 10-20 mins and then comes back to start it. This has never happened with a cold engine or with car parked overnight.

Looking forward for your guidance on this.

I had an unfortunate accident on eid. My neighbours animals were unattended and unsecurly tied which resulted in damage to my back tailight, roof, bumper etc.
Toyota vitz 12 right light.
Should i get used or covers etc. Share if someone has spare too. No idea regarding where to get repaired in lahore. Please tell workshop too or expert technician.

Check ground resistance both when car is hot and when it is cold. Resistance increases with Temperature so it could be the problem.

You seem to be suffering from Honda main relay failure, repair or replace it. Test for it is done by testing if you have voltage at the fuel pump.

Sir they were tied to a charpai instead of a tree or securely to ground. As the caretaker stood up the goats ran and charpai went flying on the car damaging roof, light etc

One of the repair guy has recommended against cover change, stating that body of light/inner housing is damaged.
Repair will result in water and dust entering.
Suggested to go for depo taiwan / china.

Haan this is what the weak wiring argument is, makes sense. But the issue is this should always happen after driving for a while, but it doesn't, only have happened a few times.

Sure, will get it checked. I am assuming the voltage at fuel pump will only disappear when this issue happens again, right?

One more thing, if it's a Honda main relay failure, shouldn't it also cause no fuel/fuel pressure in the injectors rail? I have verified this whenever I have faced this issue and there is always pressurized fuel in the line coming to injectors rail.

Also another important thing to mention here is that the car's usual starting does take a bit longer crank, somewhere like 1.5-2 seconds on average and sometimes even longer. So there is definitely something wrong within the fuel injection system, but I haven't able to get it diagnosed yet.

Check around for a clean kabuli instead. Taiwan and china will fade in some time
