Buyers Biometrics required while registration of a used car?

a friend of mine who lives in Islamabad purchased a used car registered in Lahore. For getting registered under his name he is required to give biometrics. Can he give his biometrics in ISB without need to go to Lahore?
Any help will be appreciated. TIA.
