Car blocked by prev owner (possibly)

Hi guys,

I recently bought a charade and the person who i got it from had never transferred it to his name. He was driving it on whoevers name it was before that.

Now, after buying it, i was trying to get it transferred to my name but the agent told me the car is blocked in lahore (since its a lahore number car). Problem is, there is no way for me to track the original owner and the person who I bought it from is not cooperating.

It would be a huge help if someone can guide me how to get this matter sorted out. Or if someone knows anyone in punjab excise who can help me out.

the buyer committed some sort of fraud from original owner (short payment or lacking some other commitment)
and the owner blocked the file in returner
you must be having i.d card of the original owner ? ask some friend in telco to pull out all mobile phones registered on his name and try to reach him
be ready for some un pleasant surprise

why do you want to block the vehicle.?
is it still appearing under your name?
write an application addressed to ETO officer over an stamp paper with an evidence that vehicle has been sold on xo n xo date which has not be transferred by the buyer. You are requested to suspend the vehicle registration which does not belong to me since xo n xo date.

After going through a lot of trouble, i was able to get it cleared by going to lahore myself and explaining the situation at the excise office, with a written application from a high grade govt employee ofc. But, good news being I got to get the car on my name. In short, bhai safaarish aur pesay dono hi lage hain. aur koi tareeka nai nikal raha tha...

@capsat i bought it but the previous owner was very hard to track post-purchase since he wasn't in the country for long anytime he came.
