i. National Identity Card (attested photo copy).
ii. Valid Driving Licence in the name of applicant (attested photo copy).
iii. An affidavit on stamped paper that the car fitted with special gadgets will be in the exclusive use of the applicant (in original).
iv. Conclusive evidence of income (income must be within the range of Rs 10,000 to Rs 50,000 per month).
a) Assessed Income Order from Department of Income tax for the last three years;
OR
b) Land ownership certificate duly attested by the Tehsildar/District Coordinator. Total revenue generated from land must be stated clearly.
OR
c) In the case of Government Servant attested copy of Gazette Notification along with his pay slip issued by A.G.P.R.

PUBLIC NOTICE DATED.1-4-1998.
No.10 (6)/92.Imp.IV. It is notified for the information of all concerned that the Government of Pakistan has decided to revise the Policy regarding physically disabled persons to import cars up-to 1300 cc engine capacity fitted with special gadgets for their personal use on concessional duties/taxes. However, automatic transmission cars will not be allowed. The disabled person will submit his/her application to the Ministry of Commerce, along with the following documents: -
i) An affidavit on stamp paper that the car imported under the Disabled Persons Scheme will be used exclusively by the disabled applicant and that he/she has not imported car under the subject scheme during the last 5 years. Clearly indicating that he/she understands & fulfils the terms and conditions given in this notice and will strictly follow the conditions
ii) Valid driving license in the name of disabled applicant himself/herself. However, condition of valid driving license may be waived in cases where a person is in valid by birth.
iii) Conclusive evidence/proof showing that his/her income is not less than Rs.5000/- per month and not more than 40,000/- per month.
iv) Proforma invoice from the manufacturer that the car intended to be used under this Scheme would be specially designed/fitted with special gadgets for the concerned disabled person.
v) Attested copy of National Identity card.
vi) Medical certificates, x-rays, all other documents in support of the disability;
- The applicants shall have to appear before the Federal Board for Disabled Persons consisting of representatives of Ministry of Commerce, Special Education Division, Orthopedic Surgeon nominated by the Ministry of Health and CBR, which will issue the disability certificate. After issuance of disability certificate by the Federal Board for Disabled Persons, the formal import authorization will be issued, subject to the following conditions: -
i) Sale/transfer or alienation will not be permissible in any manner within a period of five years form the date of local purchase/arrival of the car in Pakistan except.
a) To a disabled person on production of a disability certificate from the said Federal Board for Disabled Persons;
b) To the Department of Supplies, Government of Pakistan, or
c) In the case of death of the disabled person owning the vehicle imported, under this Scheme, by any of his legal heirs to any person in accordance with the conditions specified in paragraph (a) and (b).
ii) The purchaser or transferee of the vehicle, other than a disabled person or the Department of Supplies, Government of Pakistan, shall pay the same custom duty sales tax as were livable thereon at the time of its local purchase/import. No customs duty or sale tax shall, however, be payable if the vehicle is sold or transferred after the expiry of five years from the date of its local purchase/ arrival in Pakistan.
iii) The facility to such cars will be available only once in five years. For import of 2nd car after five years OR in case of accident, a certificate from the concerned Provincial Excise Department shall be produced certifying that the car imported earlier has been rendered useless and no more useable even after repairs. In case of accident an attested copy of FIR will also be produced.
iv) Such cars will carry special number and special colour plates mentioning Disabled Persons car. Excise and Taxation Department of provinces will ensure maintaining of such Number/Plates.
v) The concerned disabled person furnishes a copy of bill of entry or local purchase receipt and registration certificate of the vehicle to the Ministry of Commerce.
vi) Maximum engine capacity of cars under Disabled Persons Scheme will be 1300 cc.
vii) The permission will be valid till the validity of Import Policy Order in vogue/one year.
- The applicants who apply along with prescribed documents to the undersigned will have to appear the Federal Board for Disabled Person for which necessary call letters will be issued.

PUBLIC NOTICE
In continuation of Ministry of Commerce, Government of Pakistan’s Notification No.10 (6)/92-Imp-IV dated 25 September 1994 and Notification No.10 (6)/92-Imp-IV dated 1-4-1998, in order to regulate the purchase of locally manufactured cars by the disabled persons at concessional rate of 10% customs duty allowed by the Government, the following procedure is prescribed: -
o The disabled person, desirous of availing the concession of customs duty granted under the aforesaid notifications of the Government, will submit an application to Joint Secretary (Import Wing), Ministry of Commerce, alongwith the following documents: -
? An affidavit on stamp paper to the effect that the car to be purchased under this scheme will be used exclusively by the disabled applicant and that the person has not purchased a car under the scheme during the last 5 years. The applicant will also clearly indicate that he understands and will comply with the terms and conditions of this scheme;
? Valid driving licence in the name of disabled applicant. (The Federal Board may waive off the Condition of valid driving licence if a person is invalid by birth;)
? Sufficient evidence/proof showing that the income of the applicant is not less than Rs.5000/- per month and not more than Rs. 40,000/- per month;
? Proforma invoice from the manufacturer that the car intended to be purchased under this Scheme would be specially designed/fitted with special gadgets if required for the concerned disabled person;
? Attested copy of National Identity Card; and
? Medical certificates, X-ray, and any other documents required proving the disability.
- The applicant who tender their applications complete in all respects alongwith required documents to the Joint Secretary (Imports) Ministry of Commerce will appear before the Federal Board for Disabled Persons (referred to as the Federal Board in the Public Notice) for which necessary call letters will be issued. The Federal Board constituted by Ministry of Commerce, comprises

representatives of Ministry of Commerce, Central Board of Revenue, Ministry of Woman Development Social Welfare and Special Education and an Orthopedic Surgeon nominated by the Ministry of Health. The Federal Board will interview the applicant, evaluate the documents supplied by the applicant and ascertain the physical disability of the applicant to determine eligibility for the facility. After satisfaction of the Federal Board, the final purchase authorization will be issued, subject to the following conditions: -
o Sale, transfer or alienation of the car purchased under the scheme will not be permissible in any manner for a period of five years from the date of its purchase except: -
a) To a disabled person on production of a valid purchase authorization/disability certificate from Ministry of Commerce after recommendation of the said Board;
b) In case of death of a disabled person owning a car purchased under this Scheme, by any of his legal heirs to any person in accordance with the condition specified in (a) above;
c) To any other person on payment of the same amount of customs duty and sales tax that was exempted on the car at the time of its original purchase.
o No customs duty or sales tax shall be payable if the vehicle is sold or transferred after the expiry of five years from the date of its purchase under this Scheme.
o The facility to purchase a car under the scheme will be available only once in five years. In case of an accident before expiry of five years, a certificate from the concerned Provincial Excise Department shall be produced certifying that the car purchased earlier has been rendered useless and irreparable alongwith a copy of FIR to enable the Federal Board to authorize purchase of a second car;
o Cars purchased by disabled persons under this Scheme will carry special Registration Number and Special Colour Plates mentioning “ Disabled Person’s Car”. The Provincial Excise and Taxation Departments will ensure provision of such Registration Numbers and Number Plates;
o After purchase of car under the scheme, the concerned disabled person will furnish a copy of local purchase receipt and registration certificate of the car to the Joint Secretary (Imports) of Ministry of Commerce within a reasonable period of time not exceeding three months from the date of purchase;
o Maximum engine capacity of cars under this Scheme will be 1350CC; and
o The purchase authorization will be valid for one year from the date of its issuance.
