Does anyone know if islamabad smart card mentions how many previous owners are on a car?

e.g. first owner sold the car to X, so X is now 2nd owner.
Then X sells card to Y.

The smart card that "Y" (3rd owner) has, will it mention that he's the 3rd owner?

No, unfortunately with the new smart card system, you can just have the information of the last owner of the car. However, there are some third-party apps that can tell you about the number of the owners of that car but not their information as far as I know. Maybe, you can get some information about the previous owners by visiting the Excise Office.

It's been ~4 days and it still shows old owner's name on the website. Smart card not delivered yet.

I recently sent my book (ISL REG) to an agent who removed all the token slips (manually paid at the post office). Now I am left with just the registration book with no physical proof of the tokens that I have paid for the last 15 years. Islamabad ETO has no record of these tokens paid since they were paid at the post office (same location every time). Is it possible for the post office in question to dig up the record and issue confirmation that the tokens have infact been paid so that the ISL ET0 can enter it in the system and issue the smart card?

post office has manual log and records. post master canl issue NOC/proof that last token was paid
submit that at ETO with book to get smart card as book system is abolished
