Why not find why its actually rubbing? Put it on jacks, raise hub with more jacks with assembled wheel and see where the issue is.

I know for sure it can be tall tires, however damaged body, wrong fender shields etc alaonc. But you have the car,

I didn't jack it up but on ground when I turn the wheels they are not hitting the shields. But when the car is moving and taking turns then it does.

Thats possible to test on this civic, remove the lower fork from the strut and raise the lower arm up with wheel turned to see whats rubbing

Most cases are wrong tires, some are warped plastic liner; few are bad strut or spring combo or missing bump stop

Use 185/65/14 or 185/60/14 and this issue won't come again. Its basically you're running a thicker tire second digits of tire size depicts sidewall thickeness like lesser the number the tire sidewall side will be thinner.

Can I go for 195/65/R14 on stock rims when I will be changing the tyre?

Thats useless, for 195 width you need 55 ratio.

And using wider tires causes wandering

You can go to 225 aswell but no advantage on stock engine. So 185 is better, however 195 won't be an issue if you use it

I love road grip too.
I'm using 195/65/15 on my Nissan b14 on 8.5JJ BBS like they're quite wide. 1-1.5kmpl is dropped but im compromising because of good road grip.
So you can shift to 195 if you want to

My average is already bad so I can't shift. How much average can be effected by tall tires?

Today when start the car the rpm is not ideal it goes up and down but after some time(around 4-6 min) it goes to stable. But when i put the car in gear (i.e D4) the rpm start to drop <300 and then engine stop but after some more try i successfully ran the car (by using both leg) & around 300 - 400 meter the car rpm goes to normal & i can drive with one leg from 0.
The best part when i try to park the car after run around 1KM and put the car in R and release the break the engine again stop, then i need to apply both led driving trick to park the car.

My question is this normal in winter that car get time to heat the engine, or some other issue in my car.

Note: My radiator fan is auto & right now i am using water for radiator (planning to switch to coolant this week but first i need to service my radiator)

The science of road grip has to do with suspension and chassis design,

Not just tires.

The tire width and aspect ratio along with the wheel offset compliment the chassis, its not the other way round.

But sometimes they even give a different wheel rim in one variant.
Like in my case 6th gen civic, Si trim has 195/55/R15 rims from factory. Whereas other trims has 185/65/R14

And chassis are same

Also can you explain the reason why some pkdm models have smaller tires recommended whereas same chassis in US has bigger tire? Like my corolla 2003 recommends 175/70/R14 (front) and 185/65/R14 (Rear). Whereas in US, they get 195/65/R15.
And btw I am also using 195/65/R15 on my corolla
