Civic 95 blowby issue / engine swap recommended

I have been going through the forum but couldn't find any latest post regarding the civic 92-95 engine swap. I have a Civic 95, which I Inherited from my Grandfather, it has about 400000kms on it, and now I think its time to change the engine as its giving me blow-by, otherwise its still a "water throwing engine" except heavy blowby from value cover blowby hose / and when opening the oil cap, its oil/petrol/moisture mist that is being blowed out. I am currently using a DIY oil catch can.
My plugs are always clear of oil, there is no smoke from tail pipe whatsoever.

Two mechanics have suggested that its a piston/rings wear and tear issue. so they have suggested me to buy a new engine.
Now my question is can this issue be fixed, online research showed me 90 % results telling me that its worn out piston / rings. but some says its stem valve seals no sure.

If i want to go for an engine swap, (current engine is 400000km driven so its not a bad idea to change it)
what should i go for, its a daily driver for me.

Your input will be highly appreciated.

Adding to my previous comment, the engine has still very good acceleration. No smoke and excellent mileage. Its a D15b3 Carb engine.

If it still has good performance then I think that the blowby issue can be solved. If you tell the mechanic that the car is gives a white smoke on start up ( steam ) he will just tell you:
Navay ring pishtan paen gay. Where will you find a decent engine, the clean ones go for more than a laakh and the swap cost is additional. Have it rebuilt from a decent guy. Take this motor to 600,000 bro

rebuild will be a fat bill as well
all bearings / pumps / water / oil ones/etc would need change with so many miles on it

This is true, estimated cost of rebuild is non the less identical to a engine swap, thats why I am looking for a complete swap, so what should I go for. Engine swap with same carb d15b3 with returning my old engine is about 50k and 10k labor. so the question is what engine should i go for.

Thats true, fun thing is there is no smoke of any sort coming from the tail pipe, its only the blow by, i am not sure why is that being cased, even the spark plugs are clean, no sign of oil. Can we get a compression test anywhere in Lahore? for now, i am using an oil catch can to solve the oil in air filter issue, and so far its working great. performance wise its still going till 180-190 on motorway without any hesitation, and acceleration is great as well.

d17 is also an option.

The engine you will get for 50k how many kms has that engine seen? That engine was also made more than 25 years ago bro. IMO swap should be done if you want more performance or something like that.
Get a D17 and you will enjoy it way more than before while the mileage wouldnt be that different. Yeah compression testers should be available easily at workshops.

I would suggest that you get a proper diagnosis first, this is an original car with an original engine, don't swap it.
Take it to @syncview, osama car care, let him diagnose and rescue this rare beast.
Swap will destroy the rarity of the vehicle

Another user bought a clean D15B for 105k. Getting a proper diagnosis is important

let that engine be. dont touch it.

your case looks like a blocked PCV valve.

replace this PCV valve. cheap item.

Its a d15b3, it doesn't have a modern pcv system, it has a typical valve opening breather, that goes into carb air intake at top of valve cover I'll attach some photos soon, it's fully functional.

That's so true, that's why I am seeking you all experts here, my car is totally genuine inside out. I don't want to lose its engine just because of blow by. @syncview if you can help out here?

Google workshops, some have phone numbers listed. Call and ask. Some may refer you to someone who does.

I think I have made a huge mistake here, i am mistaking the valve cover breather for PCV, can anyone here tell me the location of PCV valve, i think its somewhere near the filter, this could be an issue.

in classic honda design, check the intake manifold.
