Sir a few points to ponder here which might answer this irrelevant reply....
1- Only a fraction of population in Pak can afford a 13mill car.
2- Even out of that fraction, almost 0.05% of people will treat a 13mill land cruiser as a cheap grocery/daily errand car...
So it is very obvious that for 13mill, the risk is already reduced to a bare minimum. City is an everyday car which can be found as a chauffeur-abused car, driven on rentals, a company pool car and other factors u may think of so the risk factor is too high.
