If that tappet is jammed you need to replace that shim to get it to spec otherwise you may burn that valve.
And it seems like you have a pump not moving the governer to full fuel when shut off.
You may need to recheck if the mechanics have messed up something else while doing the job. Also check if the csd in advance position when the engine starts after 30 minutes as you claimed.
If it is advanced then your pump timing is slightly off and thats why its not restarting hot
By start I mean the engine should be very eager (very quick) to start and idle with a basso authority clack idle and not want to die down.
If its requiring fast starter speed to start up, the injection timing is messed up, were the nozzles or their pipes removed in this recent job? Were they capped?
