Anyway...
If the mechanics remove something from your car... they should be fined...
Here if they remove something from car and lets say your car starts to heat up 500 km from your house....
first of all.. they will have to pay for tow back to your house or the workshop... then you can claim in court for refunds or travel charges.. or the stress caused by the problem... 
And if one mechanic removed something from car and you take the car to another mechanic and he/she notices the problem... they ask you to get it fixed.. if it's a serious problem... they inform the ministry of transportation... because of they don't and something happens to you or your car... they stand responsible...
Example... An old lady took her car to the dealership for oil change... and the mechanic there noticed the alternator wasn't working properly because the battery light was on in the dash...He told her about the problem... but she didn't wana get it fixed and was in hurry... half an hour later her car stopped on highway and she got out of the car.. as soon as she got out of the car.. a truck came and hit her.. she died.. guess who was fined... the mechanic.. for not informing the ministry...
