Car imports for disabled people

i m a disabled person n want to import a car from abroad. Some one told me that duty for cars on disabled persons when importing from abroad is waved off n the price of the car becomes affordable. I can't afford the car price in conventional way n my only chance to get a car is through duty wave off. So is there any person out there who can guide me regarding this also can i buy a Pakistan made car on disabled qouta with concesstion price. Plz guide me with usefull infor 10x
