For cold start, issue is resolved because we are already at 0w oils which covers complete temp range, upto -40 till 30-45C, so half left chart, gone, which oil to use? simple answer is 0w or 5w depending upon manfacturer recommendations
Then, it's operating viscosity, at 100C, which is 20 or 30 generally
Actual point is, engine oil temperature is already 100 or 100+ in operation, that's why ambient temperature is not applicable when deciding this viscosity
It's dependent upon engine tolerances, clearances and driving parameters (like 0w40/5w40 or 5w50 racing oils for track usage, but for normal useage, back to 0w20/0w30/5w20/5w30)
So again we have to consider manfacturer recommendations in this regard rather than temperature because manfacturer knows engine tolerances and clearances and can specify a grade for their engine, at the end, right half chart is gone, chart is of no use then , I hope it helps
