The return line is after the fuel pressure regulator - the pressure you need to measure is before the fuel pressure regulator, if you are seeing fuel out of the return line then (believing your FPR is upto spec) you have correct pressure. FPRs do fail as they are a rubber diaphragm and live in heat/petrol environment.
