I'm sure you've sorted those problems out by now- I do apologize for my part- but gonna answer them anyway.
HIDs in halogen housing wouldn't provide you more useable light. You lighting system counts on focusing light on the road where you need it the most. If its adjustments are bad or even broken, or your reflector surface isn't well polished and dull, you'd suffer from poor visibility.
Best is to start with professional headlights cleaning and getting to right focus, if that doesn't work you'd have to get new lights unfortunately. OR if you wanna do it right you can retrofit good quality projectors in your housing, That'd give you the best visibility. There are some aftermarket projector lights available for your car, but I wouldn't recommend those.
BTW, you can also find OEM HIDs equipped headlights for your car for as low as 10-12k. Out put on those is really nice- not par with projectors- but much better than stock halogens.
As for P/S... short answer, get EPS.
If you wanna stick to HPS, do it right. Get rack checked/repaired. Get new rack/rod ends if needed. Invest in good power pump. And don't forget about lower ball joints and shock bearings. Your wheel turns on those, steering just provides the directional input.
