He should just smoking pot in his car. Or stop smoking completely.
Just get a through detailing of the interior by a good professional. They will shampoo and clean all the upholstery including the seats and roofliner, as well as the remainder of the interior. That should take care of the smell. Remember, they do this to almost all the cars for resale and are pretty good at it.

You can try baking soda powder (slightly damp soda will be more effective) do a google and you can find the details. charcoal power is good too (although it take ages and baking soda is much better /faster absorbent)but again carefull if you have a light interior ..
Do not use glade or any home air freshner . It will leave a mark on the plastic pieces /dashboard
Use them tree shaped cardboard air fresheners. They have a strong smell! I got mine for100 rupees. They have a big 'X' on them.
simply get DETTOL anti Bacteria deodorizer..

soak the bread with white vinegar (murree breweries is the best) - put bread on plate first.
leave it in the car for a couple of days. make sure it does not spill over.

get some fine coffee powder and spread it around nice inside the car. leave overnight and then cleanup. coffee absorbs all kinds of odors. depending on strength, it will be greatly reduced or completely gone.
