yes, what you are saying is absolutely true; the example you gave of your cousin is what should actually happen. but this is Pakistan.
if it was me there i would have taken rickshaw or seek help of anybody nearby. but it is for sure that i would not have waited for half an hour debating with warden and seeing my brother die. even i would have left the car unattended to make sure my brother reaches hospital because the life is so priceless.
anyway, this is a sad incident:( and we all should learn lesson from this. or waisay bhi tension main banday ka dimagh band ho jata hai.
i agree that warden should have understood the gravity of the situation and left them as they do with other people. but, i think, he didn't do so because it was mall road and a lot of VIP traffic passes from there. all wardens have to follow the rules strictly over there.
still i put the responsibility more on the deceased's family rather than warden; they didn't take right steps.
