Now 660cc JDMs are specifically specifically designed for local commuting 60-80km/h driving. Now you can push it hard and achieve 120-140 km/h on it and do long journeys, possible without any issues in short term.
But at 120-140km/h 660cc engine will have to work really hard (very high rpms due to CVT, same concept as inverter ac rpm), result in bad fuel economy, premature wear and tear and lots of other issues will appear in long term, as it's being pushed beyond its designed capacity.
That's the main reason to opt for T3 over T1 for our harsh climate, but it's indeed a general fact PW people are way too sensible and cannot make wrong decisions.
