I think NO. As per my limited knowledge, understanding and references, 5w-30, 0w-40, etc. are engine oil grades / viscosities of multigrade engine oils, and the standard SAE J300 defines the viscometric properties of mono- and multigrade engine oils, maintained by SAE International.
SAE J300 standard is commonly used throughout the world, and standards organizations that do so include API and ILSAC and ACEA.

(In my understanding, it means SAE International is the governing body, which is responsible for engine oil grades / viscosities; maintaining the old ones and creating the new ones, and defining the properties, that which engine oil grade will have which properties.
API, ILSAC, ACEA, etc. do not define engine oil grades / viscosities, or introduce new ones, rather they test and certify engine oils grades / viscosities, which are set by SAE J300.
